Solid and Hazardous Waste Management Facility Design and Permitting

Regulatory burdens today are making landfill space more and more difficult to come by–not to mention more expensive to operate. As a result, many companies are closing their on-site landfills and seeking an alternative waste management strategy, and the use of transfer stations is on the rise.

PDC provides the following waste-related services to public and private sector clients:

Regulatory Compliance Services

PDC’s typical approach to assessing compliance begins with a regulatory compliance review. Reviews usually include reviewing file information, interviewing selected employees and touring the facility. When finished, our conclusions and recommendations are reported.

Improvements are often scheduled in phases to reduce the risk and burden of implementation. Our staff of professionals can also assist ongoing compliance efforts. To help keep your corporate structure lean, PDC can operate all of your environmental support services, track paperwork, train employees and see that deadlines are met.

Air Quality Permitting and Consulting

When constructing, expanding or modernizing an industrial or commercial facility, it is important to consider air permitting requirements. In some cases, relatively minor adjustments to your plans can significantly reduce long-term environmental compliance costs.

PDC's engineers and environmental scientists can assist you in developing air compliance strategies and in meeting state and federal air quality permitting and reporting requirements. Services include:

Clean Water Act Consulting

The Clean Water Act encompasses essentially all point source, and many non-point source, surface water discharges. Non-point sources subject to permitting requirements include many construction sites disturbing more than one acre of land, manufacturing facilities, landfills, material recovery facilities, petroleum production and transmission facilities, many mining operations, transportation-related maintenance and refueling facilities and domestic sewage treatment operations.

PDC provides the following environmental engineering services related to CWA compliance:

  Industrial wastewater pretreatment system design and permitting
National Pollutant Discharge Elimination System (NPDES) monitoring
Preparation and certification of Spill Prevention, Control and Countermeasures (SPCC) plans

Contaminated Site Evaluation and Remediation

Contaminated sites present significant regulatory concerns, liabilities and, in extreme cases, immediate health and safety concerns. Well-planned and well-implemented assessment and remediation (if necessary) are essential for effective management of a contaminated site.

These projects typically require a multi-disciplinary approach encompassing hydrogeologic, engineering, chemical and regulatory issues. Once the appropriate corrective action is determined, PDC engineers and designers provide the detailed design drawings and specifications required to obtain permits and conduct the work.

Environmental Site Assessments

Under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or "Superfund"), property owners are liable for the costs of cleaning up contamination even if it occurred prior to their acquisition of the property.

Innocent landowners and lenders can, however, defend themselves against CERCLA liability by having a qualified Phase I Environmental Site Assessment (ESA) completed prior to purchasing property. A clean assessment can reduce or eliminate liability.

PDC's environmental professionals perform Phase I ESAs in accordance with the current American Society for Testing and Materials (ASTM) standards so property owners can be assured our assessments meet CERCLA requirements.

Pollution Prevention and Source Reduction

PDC can examine your production processes and identify any potential for reducing waste generation at the source. The measures we propose often involve adopting a more efficient process, which may, in turn, result in a more economical operation.

In addition to reducing waste generation, PDC will recommend feasible process changes with payback periods that fit your selection parameters.
